Project Audit – Bridge
Rehab/Replacement Projects
Founded in 1988, The Dayton Group (TDG), a
Service-Disabled Veteran-Owned Small Business (SDVOSB), is a consortium of entrepreneurial principals and
associates who are experienced program/project and technical managers with leadership backgrounds in both government and industry.
TDG principals and most associates have education at the Master's Degree level or above and extensive experience in specific
disciplines supporting TDG efforts. TDG supports is customers in their efforts to achieve organizational success through effective
project management by offering consulting and training services.
Project Audit is the expert
independent review of project planning, execution and control activities against the internationally accepted standards and best
practices of project management. TDG principals are certified as Project Management Professionals (PMP) by the Project Management
Institute, which is the source of the standards. TDG calls upon selected associates to bring specialized expertise to bear in
addressing specific types of projects. A project audit will typically review the process by which project objectives and tasks
have been correlated to requirements, the process of determining project scope and assuring that a baseline of project tasks fully
implement that scope, and the process of using that baseline to develop schedules, costs and budgets, staffing and manpower
requirements, and risk management. The TDG audit of such project planning also assures that control mechanisms are established to
assure execution is in consonance with the plans. For plans already being executed the audit seeks to assure that the scope baseline
and all of the project elements based upon it are being controlled and that cost, schedule and quality variances are being monitored
on a continual basis. In summary, the project audit is designed to provide top-level managers with increased assurance that projects
have been properly planned and are being executed and controlled in accordance with those plans. An audit is ideally scheduled prior
to the decision to commit resources to executing the plan, but is valid anytime management desires an independent review.
In the federal sector, the Office of Management
and Budget (OMB) is demanding evidence of good project planning and controlled execution as a condition of releasing funding to
agencies for project execution. This is being done using the OMB Exhibit 300 which represents a project business case that addresses
the key elements of planning and control. The Dayton Group is expert in the use of the OMB 300 and has for several years assisted
federal project managers in developing OMB 300 business cases based on standards and best practices in project and program
management. The OMB goal is the same as top federal agency managers – to assure that good planning and control is in place for
greater confidence that projects will perform on schedule and on budget. OMB also demands that business cases reflect risk adjusted
cost and schedule information; TDG can help assure that this has indeed been done.
